Quality Enhancement Cell

Introduction

The Quality Enhancement Cell at Dow University of Health Sciences was established in the 1st phase of HEC implementation in 2006, along with 29 other cells in various public sector universities throughout Pakistan. The prime objective of QEC is to practice evaluative measures in order to achieve excellence in program delivery. Since its establishment, QEC- DUHS is continuously involved in monitoring and measurement of Quality Assurance mechanism and the academic services throughout the DUHS.

To develop a standardized benchmark for quality assurance in all the academic programs of the University, through continuous quality improvement, to develop and implement international practices of health education.

Objectives

The objectives of the Quality Enhancement Cell are to:

  • Set up and maintain a system of quality assurance, objectively designed for all the stake holders of various programs at the University.
  • Adhere to a “System of Self-Assessment”, as prescribed by Higher Education Commission of Pakistan, so as to bring uniformity in evaluation throughout the country.
  • Develop standard procedures for academic audits, for the appraisal of the classrooms and teaching delivery.
  • Safeguarding and upgrading educational standards to the international level.
  • Promote the continual enhancement of the quality of teaching, learning opportunities, and related student support services.
  • Seek collaboration in various fields of common interest with local and international bodies.
  • Recommend measures for capacity building of faculty and supporting staff, as appropriate with the Vice-Chancellor quality initiatives.
  • Implementation of Quality Management System (QMS) at various departmental levels of DUHS

Quality Assurance

QEC is structured to have focused attention on quality assurance aspects of higher education:-

  • To monitor the ongoing/continuous quality of the degree awarding programs of the university.
  • To meet the challenges of global compatibility in higher education.
  • To develop a viable and sustainable mechanism of quality assurance in higher education.

Services Research Facilities

Program Evaluation is done through the Self-Assessment reporting process. All the degree programs offered at the University are required to prepare a Self-Assessment Report (SAR) based on the criteria the Higher Education Commission, Pakistan prescribes. The QEC DUHS maintains a Year-Wise SAR accomplishment record of the programs.

“Teacher Evaluation” is conducted regularly for each program at Dow University of Health Sciences. Some programs have already done it for several cycles, and some have scheduled the same. Evaluating teaching is carried out through the Quality Enhancement Cell of DUHS and is according to the method prescribed by HEC (Proforma 10-SAR Feedback Form).
It documents a teacher’s progress through their teaching plan, lectures, summaries, assessments conducted, and student progress. This practice is very effective for the professional grooming and capacity building of teaching faculties and administrative staff.
Teachers’ evaluation is done through the students, peer review, HOD review, and teachers’ portfolios. The latest feedback results of Teachers’ Evaluation at each College/Institute are correlated with the previous feedback results for quality improvement. These results are then further compared with the next evaluation.
QEC-DUHS has also implemented a very structured feedback mechanism where feedback is collected from the various stakeholders, students, faculty, employees, employers, alumni, etc, regarding course evaluation, teachers’ evaluation, and their satisfaction related to administrative services, job, etc, on surveys prescribed by the HEC.

This program focuses on training needs of the faculty and provides them with forums and channels for the enhancement of professional skills, such as English language learning, faculty development training in the fields of curriculum design, teaching as a profession, academic planning and management, learner’s psychology, assessment and evaluation, communication skills and research methods. The faculty development program is facilitated by a master trainer from the HEC, where a continuous system of train the trainer identifies faculty members who have exhibited education leadership skills to be trained; subsequently, they will re-create the training at the University level.

The Quality Enhancement Cell – Dow University of Health Sciences conducted an Institutional Performance Evaluation, as part of the self-review, in accordance with the external quality assurance mechanism of Higher Education Commission, Pakistan. The self-review of IPE was conducted at the Ojha campus on 9th May to 11th May, 2023.  Students and faculty members participated in the evaluation and discussed their concerns with the evaluators.

The review panel met the Vice Chancellor, Pro Vice Chancellors and all the HODs/ Deans/ Principals/ Directors from all departments/ colleges/ institutes of DUHS. A Review Room was prepared by QEC for the IPE Review Panel, where all the evidences related to the University Portfolio Report were placed. Laptops / Desktops with Internet/Wi-Fi facility were provided to the evaluators in the Review Room in order to facilitate the evaluation.

The Evaluation proceeded as follows:
The evaluators first met the Vice Chancellor Prof. Dr. Saeed Qureshi.  Ms. Sanam Soomro, Director Quality Enhancement Cell, DUHS presented a brief introduction of DUHS in front of the review panel, discussing all the programs, research activities, Innovation and Commercialization Activities, accreditations and Affiliations, Ph.D. and MS/M.Phil. Program Review status, Enterprise Resource Planning of the Dow University and a brief introduction about the Healthcare services provided at Dow University Hospital.

After the presentation, the evaluators followed up on the evidences prepared by the Quality Enhancement Cell for Institutional Performance Evaluation. The evaluators went through all the eleven (11) standards of IPE. They also met the Registrar, Director Planning & Development, Controller of Examinations, Director Finance, Director Procurement and Head of Department of Research. This was followed up by individual interviews to clarify any questions regarding the evidences provided from their departments. The evaluators then met the students from every Post Graduate, Graduate and Under Graduate Program at different departments of DUHS. Students discussed their concerns and shared the insights of the various programs with the evaluators in an open group discussion

This program review focuses on the validation of post-graduate academic programs, assurance of adherence to HEC’s minimum criteria, their acceptance and recognition and the overall value addition to the university’s portfolio of programs. This provides a useful feedback to the Quality Assurance Agency of the Higher Education Commission Pakistan. On the direction of the Vice Chancellor, DUHS, QEC conduct the program review.

As per the requirements of the Quality Assurance Agency of the Higher Education Commission of Pakistan, a self-Post Graduate Program Review of MS, MPhil, and Ph.D. programs of Dow University of Health Sciences (DUHS was conducted for three whole days on 22nd Feb 2023, under the supervision of the Quality Enhancement Cell (QEC) of DUHS, Karachi. The first 2 days (20-21 Feb 2023) were dedicated to the OJHA campus, but the last day (22 Feb 2023) of the visit was dedicated to the DMC campus of the DUHS.

The review team visited the OJHA Campus & its allied facilities and SPGS & the allied facilities of DUHS, DMC, and the team also met the Deans/ Principles/HoDs/Program Coordinators, students, and faculty members.

At the end of the visit, the Review Team met with the worthy Vice Chancellor, Prof. Dr. Saeed Qureshi, and briefed him regarding the performance of the MS and Ph.D. programs of DUHS on all campuses.

QEC is actively engaged in developing collaboration and linkages with different international medical universities and colleges around the globe for the facilitation of students’ clinical electives abroad.
This program focuses on identifying areas where international collaboration may be established.

Functions & Achievements

  • QEC is the main correspondent with the external bodies regarding accreditation, and external linkages.
  • It is responsible to develop quality assurance processes and methods of evaluation to affirm that the quality of provision and the standard of awards are being maintained and to foster curriculum, subject and staff development, together with research and other scholarly activities.
  • It is responsible for promoting public confidence that the quality and standards of the award of degrees are enhanced and safeguarded. (Also a goal of HEC, Pakistan).
  • QEC is responsible to develop qualifications framework by setting out the attributes and abilities that can be expected from the holder of a qualification, i.e. Bachelors, Bachelor with Honors, Master’s, M. Phil., and Doctoral.
  • Approval of new degree awarding programs before start/launch of the program.
  • Accreditation of new and existing degree awarding programs.
  • Annual monitoring and evaluation that includes program monitoring, faculty monitoring (feedback evaluation), and student’s understanding.
  • Departmental review.
  • Student feedback mechanism.
  • Employer feedback mechanism, of passed out students.
  • Quality assurance of Bachelor, Master’s, M. Phil. and Ph. D. degree programs

In the recent years, there is an increasing interest of the final year students of Medicine for doing ELECTIVES in different medical schools/hospitals in the United States/UK/ Malaysia/France etc. Earlier, medical schools used to accept students directly but most of the institutions NOW accept only those students whose parent institution has some sort of Exchange Agreement with the host university.

The Quality Enhancement Cell, QEC-DUHS is actively engaged in developing collaboration and linkages with other universities, colleges and associations around the globe in different areas of interest. We have developed a Memorandum of Agreement with the following prestigious Medical School/ association:

  • University of Illinois-College of Medicine at Chicago (UIC)

If you are a final year student of Dow Medical College or Dow International Medical College and wish to apply for clinical electives in University of Illinois, read the SOP for Electives to proceed further.

  • American Association of Medical Schools (AAMC)

The AAMC Visiting Student Learning Opportunities (VSLO) provides a pathway by which qualified final year medical students may browse and apply to clinical opportunities at a host institution.
